This does not sound like appropriate treatment for back problems. How is running his fingers through your hair helping your back? I would take your mom or dad or friend with you and see if he uses these same "treatments." OR I would report him to somebody. If it is a big practice, he has a boss. If he is in private practice, I would report him to the police or social services. Never at any point should you have your head in his lap.
